Yes a certain part of popular culture has always been focused on inebriation. I think, amidst the various fan theories, the idea madotsuki is an addict of some kind certainly isnt impossible. We dont really know why she is how she is, and drugs have been around since the dawn of time so it is possible she had a problem.
